According to serebii.net when this pokemon evolves, some of its states are reduced.
Edit: or actually just one of the states is reduced.

pokémon HG is amaaazing, i think i own too many pokémon games now.. blue, yellow, trading card, gold, silver, ruby, emerald, pearl, ranger, heartgold, stadium, snap..
