Probably within 75-100 meters will penetrate the skull. Make it 50 meters for your engagement range, since you're firing at a small target (a human head).
You can bring down a deer with a well placed shot at maybe 150 at the furthest, although some people claim up to 300 meters. And a well placed kill shot on a deer requires more penetrative power than it takes to enter the skull of a human.
All you need to do is enter the skull with a modicum of force, physics will do the rest.

The rounds you buy for plinking cans in .22 pellet guns are not the same rounds you buy for killing small game in .22 rifles.
The plinking rounds are .22CB. They have no powder, just the primer.
