You guys can download a patch that adds Free Ride option to the game. There are lot's of cars (includes both rare and secret cars) in the garage.

It's not a patch, it's a mod.
And you can find it on torrent sites.
In the mission where you're selling cigarettes in the truck. When the Irish guys light the truck on fire. There will be a chase and you find you're self in some black hot rod chasing one of them, after the phone call i took the hot rod to my home garage. Now i can upgrade any car like a hot rod with the engine block out. Works even the new DLC. Give it a try after the cigarette mission chase the Irish guy make the phone call and take the black hot rod to you're home garage. After storing the car just take any car and go to the next mission.

That's what I did and I can still only tune to stage 2, the supercharged Potomac Indian that you're referring to is tuned to stage 3 :/ I still don't have the option to do that on any car's I've taken to the bodyshop, and I'm past the incident with the Irish and molotov's :/
