I have had trouble getting pump houses to work since I began playing this games years ago. Finally, I am getting some of these to work but only limited ones. I can't understand it. I place the pump house as close to water as the game will allow and run the aquducts to the resovoir but nothing happens at times. The fountains don't work and there is no water in the bath houses. What is the problem? Do you have to place something special like richer housing etc to get the pump house to function? You can't rotate it as you do ordinary buildings so there doesn't seem to be any special way of rotating these things to make them work. In some cases I can place the PH near water and it takes off pumping right away, in other cases it just sets there. Has anyone else had this problem? Can anyone help me with this?

all i can think is that you havent got the aquaducts running from connection point to connection point, as for workers as far as i know you just need lvl 1 residents to get it working

Water related buildings are staffed by equites. Make sure you have placed at least one domus
