Feofan is inside a house near Gleb, were have some rabid dogs.
How i pass the barrier in Flying Isle Ruins that ask for Overlord Bracelet? I have the gold fragment already recognized by the Magus, what i need?

That door dont open, there is another town with same thing, dont worry, the quest NPCs and important people always have those gray dots at the map. The most hard things on the game are already explained in this thread, it is the Elixir of Life recipe and the Rituals of the Keepers.
