This hasn't managed to change that 3 Specialization Limit, however... I've changed the same segment in both the DefaultUI.ini and APUI.ini, but to no avail... is there something I've forgotten?
You have to actually finish Saudi Arabia and choose your specializations for it to work, as far as I can tell it's not retroactive.
Yes, this I know, as I had just blitzed Saudi to check if it had worked, no dice. It did let me select/confirm the skills to specialize in and works as normal up until you select more than 3 Specializations, at which point the skills are highlighted(highlit?) as being specialized in, but you can't put points into them.
What I haven't done is put points into each skill as you Specialize in it, if you know what I mean.
That is, Select the skill(in Specialization Menu) -> put points into it -> select next skill(in Specialization Menu) -> put points in, etc.
I'll be trying this next, gonna be a bit, last save is at the Saudi Safehouse before the last Saudi Mission.

Also I should note that perks with a requirement of 99 are also unobtainable, in addition to Deadeye. The Man Who Knew Too Much, Investigator, and Unlimited Minutes are not technically implemented so even if you set the value to 1 and do what the description says, you won't acquire them.
