you mean you read the part where it says "Numpad 3: 1 Turn Construction - press this key BEFORE entering a city or BEFORE you select a building or infrastructure piece and then click on it and you will see that it has 0 days to build it in the queue. This option is on for 6 seconds and then turns itself off." you read that.
