Complete a Mass Effect 1 game, preferably getting your character to lv60. Do everything in the game, and do it "right" (i.e. Paragon or Renegade as you prefer).
Then go to the Mass Effect 2 config utility. Go to save games and click "Copy Mass Effect 1 Save Games." Find your ME1 saves directory and select it. Then when you start a new game of ME2, you'll have the option to "Import Mass Effect 1 Character."
And yes, your choices will have a huge impact on ME2. In addition to major changes in the world (especially the Citadel), lots of incidental encounters that really spice up the game are only triggered if your ME1 save has the prerequisite accomplishment. If I'm reading the hints right, at least one of your choices from ME1 will also have a big impact on Mass Effect 3. We'll see. ^^
