I can't get the trainer to activate. And it's not that the trainers says "trainer cannot find game" it just does not react at all when I click F1 at the main menu. I tried running as admin and alt+tab out of the game, but the trainer just does not react to F1. I first wanted to write this with a question, has someone else also had this problem and found a way around it? If not I'm gonna write a update request.

Are you on a laptop? Try with FN key and then F1.
Have you the option to switch to another keyboard?
Does the trainer activate if you ALT+TAB to Desktop and use the Windows On-Screen Keyboard (Win key -> Windows Ease of Access) to 'press' F1?
Looks like the trainer crashes the game, at least using Windows 7. I am running it via Steam, version 1.0.0.2. After activating the trainer, the game hard crashes to the desktop once gameplay starts. I've also tried activating the trainer in game, same result. I've already created a report.
There were no updates to the game. I checked it 3 weeks ago and I checked it today and there are no game crashes or problems with any trainer option. Tested on Windows 10 Pro x64 v1803.
Please make sure to have created scan exclusions in your security software for the trainer exe file and the Work folder which is located here -> C:\Users\YourWindowsUserName\Cheathappens\ and launch the trainer with admin rights.

Sadly I am experiencing the exact same thing. I downloaded the newest trainer "1.0.0.2" and went to play the game and after I activate the trainer, the game crashes to desktop. 💣
The Menu in-game says its 1.0.0.2
I'm not on Windows 7 however, I am running Windows 10 64bit Pro.
I am going to reinstall the game from scratch and hope that does the trick.

Reinstalling did nothing to fix the problem. But I did find a solution oddly, the Just Cause 2 Trainer Patch 07.27.2010 version seems to work still with no found issues yet. Just the newest 2018 one seems to have a issue here. I hope this helps others that might have the same issue as I and speters9.

MythicEvil - did you also report the trainer needs an update through the page? It looks like I am the only one reporting this trainer not working. Would love to see it updated, but I saw a comment in the report feature that multiple people need to report it first
