After messing with CE, can confirm that maxing Chaos unlocks all Black Market Items. Also, maxing Chaos is a bit messy depending on what you want to do with the game, because also maxing Chaos practically puts you near the endgame, while voluntary to go through, is a mild bit of a buzzkill if you just want the items unlocked. Though there seems to be room for more items, I'll bet that's what the Downloadable Content menu is for (greyed out ATM). Weap and Vehicle parts were also easily able to be messed with, and messing with them doesn't mess with the "collection value" so finding parts throughout the game will still lead toward whatever achievment normally. Money was also easy to mess with, ammo is a pain since you have to mess with every weapon slot and mess with it again if you change your weapons, but besides that PITA it was easy. I haven't found an easy way to mess with Armor Parts or Health, but then again I'm only good with numbers I can SEE. Chances are a trainer will be out quickly for this one.

lets hope for the trainer to be released soon, and yeah would be great if all black market items can be unlocked with the trainer without the chaos, maybe also a 1 click update for everything hehe. Lets see what they can put in the trainer.
