I can't test this self right no, at work.
But for those living in another time-sone.

This line in Coalesced.ini
[Engine.Console]
ConsoleKey=Home // have change this
TypeKey=Tab
MaxScrollbackSize=1024
HistoryBot=-1

Can you do this:
Copy this line into Default Engine.ini and see if this work.

But just remember to take a bakup first!!!

Maybe we just need to find, where to copy this line in default engine.ini?

As far as anyone can tell the console has been removed from ME2 and no amount of editing will add it back. Sorry guys.
