yees,you can edit almost everything in db folder from units,tech. industry, production and reasearch

if u whant to edit game go to c:/ game dr then find scenarios and save games, open with note pad and search money, resource metal and so on whatever nation u choose, the change just numbers and u have plenty of everything but the trainer still would be good

In the scenario folder look for the scenario that you want to play and enter the corrosponding folder. Now look for the file for the country you want to play.
open the .ing file. look foor the tech app entry. there is a whole bunch of numbers and each stands for a tech. While I don't know wich tech is what number, you can copy the tech app entry from for example the 1945 to the 1936 scenario. You then start with all those techs.

You might not get the tech events for the super weapons, although those might be time based as to when they unlock. Haven't tested that.
