Is there a way to keep the Power to the People terminals from closing after upgrading a weapon?

doubtful since that's hard-coded into the game client itself. maybe if you wait awhile there will come a mod for it. but i wouldn't count on it.

Is it like in Bioshock 1 where you have to specialize to fully upgrade a weapon? Or are there enough upgrade terminals now to upgrade all your weapons?

There are 14 terminals.

aaaand how many weapons? I have 4 so far...

There are 6:

Drill - 3 Upgrades
Rivet Gun - 3 Upgrades
Machine Gun - 3 Upgrades
Shotgun - 3 Upgrades
Spear Gun - 2 Upgrades
Launcher - 3 Upgrades

So you'd need 17 to max all. Its a shame you cant choose the final upgrade till after taking the previous 2, cause some of them are'nt necessary
