Is there a trainer for instant build of units and structures or how to build more construction frigates?

If you get the development executables (available at sinsofasolarempire.com) you can do loads of things including instant build, however it affects the galaxy. First time I did it ( along with a sort of fog of war remover) I saw that my enemies had already taken over much of the galaxy and enforced each planet with hundreds of defenses when I was stuck at two meager planets.

But I was still smarter ( plus I had more money. )
