Do anyone know where can I need editor that can unlock all Achievements and weapon upgrade?

There's a savegame editor floating around somewhere, but I doubt it does what you're looking for.
Though I'm not sure why you'd want to 'unlock' all of the achievements. In the PC version they don't actually do anything, and you don't get anything for, uh, achieving them, not even points like you would on a console. At least, not that I know of.
