The first one.
I prefered giving one point to a power many times instead of storing level up points until you get 3 or 4, I found the Geth were better enemies then the Collectors, no mission in the second one was as great as Virmire and Ilos, Saren was an excellent villain, Joker took a lot of the awesome moments which could have been give to the other party members, I've never been a big fan of upgrading in any game... I prefer just switching weapons/armour and I've never liked the missions in shooters where they just send wave after wave of close combat monsters... whether it be wretches, flood or husks... as it was in this one.
Don't get me wrong, Mass Effect 2 is a great game and already looks like its gonna be game of the year for me (unless Tales of Graces comes out in the EU or Resonance of Fate follows through the with awesomeness it shows). The lack of stupid side missions where you jump in that car and drive around was great, I prefered all of the party members over Liara and most over Kaiden, better replayability, Omega > Citadel (in both the first and the second), gaining the loyalty of your party members was interesting and gave good development and I liked all the little things which you had done in the first one coming back in the second one (Rachni, people from side quests etc.) But I thought the first game was better

I would have to say Mass Effect 2 is the better of the two, but ofcourse it was built around an already brillant environment, that being ME1. It's the small changes that do it for me, things like the sharper cover system, better sniper scope, general graphics and a pretty decent storyline.

story wise i wouldnt compare... since its a trilogy
gameplay wise.. ME2 over ME1
tho i miss you could see in ME1 who was strong in Tech/Bio/Brute str cant do that in ME2... but mostly only thing i miss about it :P

I miss the ability to buy new armor and weapons, instead of running around trying to find upgrades, could've added black markets for better equipment and Ccerberus could have given you some cool gear as well, I prefer one just because you could buy the gear you wanted and I also feel it was kinda lame that only the soldier get a better variety of weapons I thought that the player should be able to "TRAIN" his people on different weapon systems like in me1 and adept might not be as good as handling a rifle as a soldier but he/she should be able to handle one if my soldiers a 4 an adept should top off like maybe a 2
