I hooked up with a guy babbling of a "developers challenge" and he gave me a peashooter gun with x1000 burstfir 10x10 damge etc. and infinite money/shield thing and an extreme drop item. it=s he a hacker? btw the gun was a sniper and was missing its mid section.

She/He/It used a save editor to make uber items.
If the sniper was missing it's mid-section, it's because it had a hacked part in that spot (Some people set all parts to be uber damage parts from other guns).
They're not a hacker per se, it can be done with the save/item editor, but it takes all the fun out of the game for sure.
