I have just been playing a game online where i found 2 members of my team cheating. I tried reporting them to steam i found this.
The Valve Anti-Cheat system is enabled for servers displaying the Secured shield logo. If a user connects to a VAC-Secured server from a computer with identifiable cheats installed, the VAC system will ban the user from playing on VAC-Secured servers in the future.
While server admins may choose to ban specific players, server admins cannot VAC ban players. The VAC system is automated - contacting Steam Support to report cheaters is not necessary, nor will Steam Support act on any information provided.
The VAC system reliably detects cheats using their cheat signatures. Any third-party modification to a game designed to give one player an advantage over another is classified as a cheat or hack and will trigger a VAC ban. This includes modifications to a game's core executable files and dynamic link libraries.
Now i dont know about anyone else but as this is a steam only game i cant choose which server i play on just the type of game i want to play. Now if VAC really works why haven't those cheating been banned.
I think we should all gang up on online cheater by letter others know that they are cheating and name and shame them in game too i have 2 names for you.
Also where do people stand on under age players as i keep having a 10 year old try and add me as a friend on steam and is playing MW2 online. The game is rated 18 as you all know and i think its wrong for anyone under that age to be playing it.

i think its wrong to attempt to self enforce age restrictions that don't matter, another thing is M is 17+ not 18... there is such a rate as AO *adults only* and thats 21+
Punk Buster is better than VAC why cant they just usse that?
Because big companys dont like to share their toys like grownups.

PunkBuster is an independent company...anyone can buy it and use it in their game.
It's just that the first PunkBuster was designed to work alongside Half-Life and Valve didn't like it, as I read a long time ago in PC Gamer, so Valve doesn't let games that run through Steam use it.
MW2 installs Steam by default, for copy-protection purposes, and therefore uses VAC.
