Is the game bugged, or am I blind, but I cant seem to find the second package for Ish on the Citadel near, or in Marab's shop.

the PDA is infront Marabs shop, on the cargo bags. in front of the glasses

Not by me it isn't. And no, I havent picked it up, and the quest text still says I need to go to the Citadel to pick it up. So I guess its a bug than... It didnt spawn.
