Not true. They do work.
This works for me (at least give ammo does, havent tried god/noclip yet)
seta thereisacow "1337"
bind Z "god"
bind X "give ammo"
bind C "noclip"
Just remember to restart a chapter or the game (do not resume/continue) or you they wont work.
You may want to change the ZXC as well, thats just what I use.

actually it's like this:
bind "z" "god"
you have to "mark" the key which you want to bind onto a command and the command itself
you have to put command seta in the right section...seta section...
