There seems to be an issue with Int'l/EU/ non-US keyboards. To activate the console, simply press the button immediately to the "1" key (not the numeric keypad, the regular one. Try to press it 2 times. I seem only able to get gold from it. Perhaps it does not work with other commands because the key layout of US keyboards is different, like qwerty, qwertz, etc. check online to get a screenshot of a US keyboard and compare it to your own. When you type the commands, type them as a US keyboard would, even if the word spells differently, the program may recognize the commands then. Good luck!

I can't say for sure how to pop the console on any EU keyboard, but I can assure you there's no need to type the codes as if it was on a US keyboard. As far as i can remember, only DOS games needed that, all windows based games worked just fine ^^ BUT finding the ` key can be a problem, depending on the keyboard.
I'm using an AZERTY keyboard (french one ^^) and I can use the console by pressing "AltGr + 7" (That's the ` here).
Another point (not sure if it applies to DA:O, but it applies to some other games with same way to call the console, including Bioware's Kotor) : the ` may stay in the memory, ready to go on top of your first char, poluting what you are typing. To avoid that, press another key and then delete everything (with several backspaces). I also sometimes had a space at the begining of the line, also poluting the codes.
Even if you can't see a thing, the console of DA:O works like any command line, and you can correct what you typed.
EDIT @XEROMARINE : If I'm right and you have a slovenian keyboard like the one shown on wikipedia, you must be able to use the exact same keys as I am : AltGr + 7 (the 7 on top of the QWERTZ, not the numpad one)
