get all of the pouch upgrades and hidden blade upgrades, but you don't have to buy ALL of the armour, nor wait until you can get Altiars armour. simply get every piece of any type of armour and you should unlock the achievement.
that's how i got it. i had every piece of metal armour. and i had only purchased a couple other pieces besides that.
so don't worry about collect every piece of armour unless you are trying to collect all of them for the Villa.
