i'm at sequence 14, and i already have all 20 codex pages. i was reading a walkthrough and it said that i had to take them to leonardo, and that he was residing in the villa. but i can't find him anywhere.

Sequence 14? At that point Leonardo is in Venice.
Also, there are 30 pages, not 20.

Just go to the fast trovel places and travel to all the Places and you can find the codex pages in the map with out even going to the eagle points. After taking all of them, the room in the villa will be open.
