Alright so i just got TLR and realized my ATI Radeon HD3450 isnt enough to load the game properly (i.e it messes up mid battle and lags severely). I am in the process of purchasing a new GFX card.
The card im considering is the NVIVIA GeForce 9400 GT [1GB]. Is that a good enough GFX card to play TLR full speed with high graphics settings? (all other aspects of my computer atleast reach the recommended specs)

You're still hanging towards the 'budget' end by going for an Nvidia x400. You'd be better of going for at least a 9600GT (even with 512MB of video memory). A low speed card coupled with 1GB is in 99% of cases pure nonsense. If the memory isn't getting utilized (or not utilized fast enough) then there's no point in it being there. If you wished to take the ATI route though, there are some value GDDR5 cards about. Look for the 4730's.

Alright now how much would 9600GT cost me?

ATI cards in general have problems with this game. 9600GT go for about $85 add $15 and you can get a geforce 240 GT.

Agreed, the 240/250 If Possible is the way to go, either way though make sure your Powersupply can handle any card you get first.
The GT220 may work well also, its a great performer with good overclocking potential and doesnt require much power and is only about 50 bucks, its also the GPU thats replacing the 9500 series GPU. Remnant is also more CPU bound then GPU for the record.

i think i should be able to run the game full graphics but i cant seem to do so for battles... any ideas why?

9400GT is very low end. It doesnt have the power keep with the effects,so like when you magic attacks or item attacks it'll lag hard. Last time I checked ATI cards still have a sharder prob with TLR regardless if its low end or high end.
