Regarding ships, edit only faction specific ships like the USS constitition or HMS Victory if you play as the British or American. Editing something like a light galley is no good because other factions have this ship as well.
Got a link to a pdf of a unit stat guide for faction armies, ships and artilleery. Gives you an overview of what faction uses what units.

I am curious, what is this "DBEditor" you are using, and where can I find it? I realize that I may be able to locate such a thing on a search-host such as Bing or Google, but I would rather like to find out what you are using, to ensure that it should be the proper, and functional, version that you have found to be so effective. Thank you.

There's lots of edits you can do with the DBEditor. Too many to go through them all individually. Quicker to say what you want to do and see if I can help.

Open the editor and click on file>CA Packs Are Read Only to edit the tables and uncheck this.
From the drop down menu go to
building levels tables building_levels_tables/building_levels
Under the Turns_To_Build column and Cost select the turn and cost to change to whatever you want. No need to double click, just select it and enter the data.
It might be a good idea to make a small mod instead of directly editing patch_2.pack incase you mess up. Click file>New buildings_levels_tables Table>select New Pack File and name your mod title.pack. A new black table should open with no data.
From the drop down menu re-select building_levels_tables/building_levels and move the cursor to the left of the first yellow column to the blank square and click to select the building you want to edit> highlights the entire line horizontaly blue.
edit>copy and from the drop down menu on top go to new building_levels_tables and edit>paste>file save and you're done. One last thing to do is open your user.empire_script.txt file and type mod your mod name.pack;
Example I have in there mod british_infantry.pack;. Typing this overrides patch2.pack, otherwise it won't show.
