Is there a way to hex edit your save to unlock mercs without playing the campaign.........or maybe use CoSMOS (if the memory address for it is static)?

There is no way of editing the save file because it only consists of symbols that we can't understand CAPCOM has really done it in this one too like devilmay 4 was with symbols stuff in the save file BTW good game
