(I tried these cheats after 1.1 patch, sorry it's my first post here, so please forgive me if I make some mistakes.)
After you start a new game and load the big map, press ` or ~ (Tilde) to activate the console. In the console you can write the following cheats (only in single-player mode). Cheats are case sensitive.

Cheat Onscreen Message Effect
inr instant research on/off Toggles instant research on or off
inc instant construction on/off Toggles instant construction on or off
rarematerials none adds 1k to rare materials
crudeoil none adds 1k to crude oil
metal none adds 1k to metal
money none adds 1k to money
energy none adds 1k to energy
supplies none adds 1k to crude oil
fuel none adds 1k to fuel
nukes nukes added adds 1 nuke only if research is completed
addofficers no longer neutral adds %1 to officers
noneutrality no longer neutral enables to declare war, however I believe it's broken, because it shows the same on screen message with addofficers
date none changes date. Usage: date 1936.1.1

There are some other cheats with on screen messages, however I couldn't make them work, like:
yesmen AI now uses normal responses. AI now always responds favorably. doesn't work
spy superior espionage turned off. superior espionage turned on. doesn't work
fow Fog of war turned on. Fog of war turned off. doesn't work
morehumans none ? no error message
changeowner error message usage is: changeowner x y , where x is province ID and y is country like GER JAP etc. I couldn't find the x, province numbers like 1862 or 10312 didn't work
changecontroller same problem with the cheat above.
