You CANNOT capture Rayquazza in Leaf Green/Fire Red, you must have Pokemon Ruby,Sapphire,Emerald then after beating the Hoenn Elite Four, you can go to Sky Pillar and catch him...
WARNING! : HE WILL BE A LVL.70 ON EMERALD, BUT I'M NOT SURE ABOUT RUBY/SAPPHIRE !
