Dear friend, i checked the link you've posted, it's a mod not an official expansion. Check the Russian officer on the samples, exported from Axis officer!

Nope, it's a mod... in fact, it's a project, not a mod at this point.
By all means, look in the text of the very link you provided, mod db (short for "Modification Database".
Also, please bare in mind, I'm a modder myself and coming from the "inside" of the discussion, I know what is and is not currently possible, plausible, or extremely difficult, or down right impossible.
I don't classify Eastern Front as impossible, because its individual components are certainly possible, those being the separate units, their textures, and their animations... The caveat is that each and every unit made would require all of the above, and that's a considerable task to say the least, so it's really a matter of how high the threshold of difficulty the developer of the mod is willing to overcome.

Discusses in detail their announcement/update as of 04-25-09, that work is still in progress and so forth and the discussion thread discusses and references numerous times that it is indeed a mod.
Going beyond all of this, I have also seen members of the development team and fans there-of on Relicnews on many occasions and talked with them at length about numerous projects and have read many posts by them. I am well aware of their work and applaud their efforts. I in no way disparage them from continuing on, and wish them all the fortune in the world in their progress because I'd love to see the end results of the accomplished goal.
All of that being said, I'm also intellectually honest with myself and the community, I want to see them succeed, but knowing what they are facing I'm also realizing how much they are attempting to do. It is possible to do it now that a few new tools are available, but it's simply too soon to say what will come of it all.
What can be said with absolute certainty however is that the mod in question has absolutely no ties what so ever to Relic Studios, it is neither their work, nor is it an expansion of any kind on the COH game franchise. Presuming it was complete and released publicly, it would still be a mod no matter what and it would be considered a "total conversion mod" or just "total conversion" as they are commonly dubbed. It is effectively taking the already established ground work, gutting out much of what's there, and reworking everything that was removed into a new vision of the game appearance, function, and overall feel.

The rumor's you've likely picked up on are those of modders planning projects of their own, however given the exceedingly euro-centric climate of WW2 games, it's unlikely that a PTO version of Company of Heroes is readily forthcoming, particularly given the light that the PTO was far far less active in the way of armored vehicles than the ETO was simply by virtue of the type of terrain that was involved.
While I I'm not going to say a game without lots of tanks and vehicles couldn't/wouldn't be done, it would be an awfully short roster of units to draw upon when really only considering infantry, Shermans, and a handful of different Japanese tanks.
