What do you think Herbert is actually writing about?

Or is it not an allegory at all?

Actually, Its based on the events depicted in the Film 'Lawrence of Arabia', where Lawrence unites the Arab Clans to take on the Turkish Ottoman Empire, during the 1st World War.

Whereas is DUNE Paul Artreides, after losing to the Harkonnens, becomes the Freman Muad'ib, and unites Freman Tribes to take down the Harkonnen overlords, and the Padishah Emperor of House Corrino.

Frank Herbert stated in an interview that, DUNE is about the corruption of a person that succumbs to the cult of Personality, and that all leaders are susceptible to this form of corruption.
