U randomly find officers in tavern sitting by tables , when u talk to him u get 3 options something like :
- Howmuch u ask ? - How good is u ? - No thanks I have ( officer class ) .
so u better take option 2 first so u check his stat then talk again to him recruit if u like his stat .

You will find officers in taverns usually having a sword sheathed at their waist.

Furthermore...
Save a game just outside the tavern you are visiting for officers. Now go in and check for officers in need (cannoneers, bosuns are the first you should get--double them as fighters when on land but remember to shift them to their roles when on your ship). If there are none you want, reload the save and enter the tavern again.
Most important aspect is loyalty, even above skill set (in their personal tab & ship tab). Loyal officers will not mutiny and take away your ships if you go with multiple ships. I worked with three basic officers, increased their abilities to multitasking and jack-of-all-trades and over the course of 100 hours playing, they are loyally "devoted" to me.
The least important officer is the navigator, your skills as they are awarded for "ship" should be put to navigation as you increase your ability in this area. Reaching 40 (class 4 ships) then 65 (class 3) then 80 (class 2) then 95 (class 1) gives you the ability to fully utilize the ship.
Use the same technique to get a ship, save a game just outside a shipyard office, go in and ask for ships, if you do not see one you want, reload and try again. Alas this may take 20 or 30 times of loading, but it is worth it.
BTW, I like "tricked out" (go to the Bermuda island, sail to the port, then go to the shipyard with money and buy upgrades of speed and maneverability) caravel for most of the early missions/quests until you reach 65, then a tricked out corvette (class 3) for speed and maneverability, then a tricked out frigate (class 2), and finally a tricked out battleship (edge in number of guns) or ship-of-the-line (edge in speed).
Has anyone ever gotten a Man-of-war ship? I saw a Dutch one in an engagement with pirates but as I was Dutch I did not want to attempt to attack and board it. It had 102 guns of 42 pound type, the firepower there boggles the mind (v a battleship with 80 cannon or a sip-of-the-line with 66 guns)!

I was fortunate to capture a Man O War using a Heavy Galleon. I battled 20+ sword fights and survived!! LOL ... I didn't realize till after that I had been up against 900 soldiers!!! Had I known I'd likely not even attempted it. However, I now sail the seas in my new Man O War wreaking havoc against all who dare to mess with me

i did the same thing, i took over a war galleon with a corvette, i was so overwhelmed, but i alone survived, ofc there was a enemy sloop left, which ofc sank me, very slow :P no crew so could not reload, other ship faster, and if they board they would win
