i put in the all 17 campaign unlocks and everytime i choose aztecs it only says "victory conditions not met" or whatever and basically won't let me play as them anyone has this problem?

The aztecs are an emergent faction, meaning they are not playable. You can't get to them until it has been a few years or so because they have not spawned and arn't there, so when you try and play you can't because the victory conditions require you to have atleast a settlement and you have nothing.

master how or when am i able to play with them?

and what about the timiruds and mongols also how or when am i able to play with any of them.

Timurids, Mongols and Aztecs are not available.

Excluding mods that is.

I haven`t seen Aztecs in Grand Campaign factions??and i have 17 factions in it!!!

It sais game requirements not met because when playing in the campaign various requires have to be set in place before the Aztecs become part of the game. If you turn off FOW while playing a different country. You can see them on the map however if you get a ship and attempt to sail to there it is blocked off.

I believe you have to conquer all of the campaign map before you can sail armies to America. Not entirely sure or it's a specific date in time that unlocks it. However which one doesn't matter as the point is you can unlock the faction via that text file but no matter what you do that faction will never be playable.

If you want to play the Aztecs. I suggest to just buy the expansion pack Kingdoms which I suspect to be cheap by now and just play the Americas Campaign.
