is there a way to sudue the rebels as they as starting to anoey me as they are to weak to threaten me as i own most of world and almost have full army in city

Lower your taxes, build buildings which encourage happiness, defeat the rebels in battle, become a republic.

lower taxes because high taxes slow the pop growth and if you let it can destroy a towns wealth. also light dragoons are marvelous for decreasing unrest when garrisoned in region capitals.
