Is patch 2.500 equal the new game? I think I got conflicting information about that and I am now confused. I own original copies of both CoH and CoH: OF. Do I need to buy ToV as well?

Yes u have to buy the new one. Its an expansion by the way.

Even so, your CoH(+OF) version (fully patched, should be 2.501 as of today - 090409) is compatible with ToV of the same version, and you can play MP with a ToV owner. (As long as it's not any of the ToV exclusive game modes.)
