The Savegame isn't complete. There are more characters to unlock that can't be unlocked via the secret codes.
SWAT Leader: Defeat SWAT Leader. The Russian: Defeat The Russian. Brummel: Defeat Brummel. The Original Spider: Defeat Arana. Nightmare: Successfully complete Close Combat mode. The Immortal: Defeat The Immortal.
