To get all techs load startpos.esf or a savegame and go to:
main->campaign_startpos->campaign_env->campaign_model->world->faction_ array now find nation you want to edit and then faction->faction_technology_manager->techs-> and there will be many techs change their first UInt value to 0 that you will have 3 x 0 every tech and do it for all this takes some time but... voilla!
does this make then to sure it can all be build in 1 turn?
