Haven't played this for a while but it is one of the options in the finance section or menu. Keep looking and you will find it...

first you have to either be a PART of the club (buying the club) or enable it within your career mode options - and second, its in your FINANCIAL status button (on the right side - i think the last tab) hope it helps.
