Actually I had the same problem until Mr fatfruitcake kindly reminded me that you need to close the program from X not save it. When it asks wheather to save it or not, save it. Otherwize saving normally does not work.

The problem is not the recruitment times, but the recruitment limit of the city based on the buildings therein.
If everything is zero, a baseline city can still only recruit a few at a time.

yeah they still only have it like normal turns and go up and u put more in the que hmm i dont really understand it though might just have to wait for trainer. which is gonna take to july now -.-.. wish tehy didnt keep updating it because i have to wait longer for a release and i cant buy unlimted because i dont own a credit card only my parents wont buy stuff online no more for some reason.

You can go into Pack File Manager -> Patch.Pack -> Building_Effects_Junction_Tables -> Building_Effects_Junction
And filter the IDRef by "recruitment points" and edit the proper magnitude values to make allow you to fill the recruitment bar from the get-go.
But It will change it for all factions that use that building.
