I just found a field in the Balance.txt that allows you to lower the required level to play in a harder difficulty

Chang it to this to allow all lvl one characters able to play in any diff.

LevelMinForDiff = {1,1,1,1,1},

So far i have only done this with multiplayer lan. you can select the higher diff in the game creation menu. I dont know if it can be used in single player.

It only works in lan because there only level restriction. mean while SP requires to complete specific difficult campaign before harder level is unlocked. So i think where is no other way than mess with save files.
