have you chosen the category teamplay or teambattle or something like that.. If that doesn't work then try patch the game. If that doesn't work then try reinstall

Teaming up with Cpu in Skirmish isnt possible in vanilla Red Alert 2, it was added in the Yuri`s Revenge Expansion.
