    Absolute monarchy Great repression, penalties to research rate, lower costs for training units

    Nobles revolt = change of monarch
    Lower class revolt = Republic

    Both revolt = Constitutional monarch.


    Constitutional Monarchy Good repression, no penalties, no bonuses...i think
    Nobles revolt = Absolute Monarchy
    Middle class revolt = Republic

    Republic Okay repression, less clamor for reform, bonus to research, leaders usually have less "stars" than the leaders of other governments.

    Nobles revolt = Absolute Monarchy
    Lower Class revolt = ?????
