im sure if you have a really good processor and a lot of memory, naturally, it should run faster. But you have to realize that there are a lot of nations in the game, however big or small, and it is a graphically demanding game. For instance, for whatever reason, my computer always sees fit (in every campaign i started, usually about 8 turns in it will start) to freeze for about 20 - 30 seconds on Sweden. no idea why.
Bottom line, it is probably both but dont bother spending money on some more memory and a new processor.
I had a similar situation with Sweden (and to a lesser extent Russia), although all the other nations took quite fast turns on the whole. The reason was, I found later, was that Sweden and Russia were in a pretty widespread war and it was numerous combats, moves, sieges, movement of special units, and general construction/repair of numerous things per each of their turns.
I found an efficient and productive solution to both of their exorbitantly long turns by simply conquering Sweden after they had been exhausted fighting against Russia
After that, Russia's turn times shrank immensely, Sweden's turns of course disappeared, I got more money, land, and general production, and gained a spring-board for my own campaign into Russia at a later date (it's a secret so don't tell them!).
Now of course Poland-Lithuania is afflicted with far too much land for their people to have to suffer with, so I'm planning to nobly alleviate them of... all of it... strictly out of the goodness of my heart mind you

Not really. I have an i7 @ 3.5Ghz and 12GB of 1600Mhz ram, but it takes at least a full minute for my computer to cycle through all the nations' moves.
