    It runs the game in developer mode, in other words, you can make changes, like running mods and such after adding it.

    right click shortcut on desktop

    where it says "target:" edit the end of that field
    by adding -dev to the end of it.

    If you installed Warhammer II, without modifing the install, you should have a Steam (icon) shortcut on the desktop. Click the icon and look at the tabs at the top of the window and make sure it is in "games". Now look in the body of the window and look for the game you want to use "-dev" in and right click the game. In that window click "properties". The next window look for "Set launch options" and click in that block and type -dev in the pop up window and click OK. The mods should work then.
