G-man? Nothing much is known about him. He's thin, wears a grey suit, always has the same old briefcase...
He's pretty powerful though. As in, more than any normal human can be expected to.

I think he's the reason behind all of this. He's like some controller of some sort. Would explain how he can talk to Gordon, appear somewhere (Gman sighting) and then dissapear a second later.
