then, why r u on cheat happens?

first of all, there are no trainers here on CH because all the available trainers on the game are infected with viruses...and the don't even work...

but still if you are desperate for a trainer and don't care about the system, download them from gamecopyworld.

I think you cant use console as Vistas security get in the way im not 100% sure if this will work but try going to C / Users / Your user name Then show hidden files and go into appdata/Local/Virtual Store/ Programming Files then go into the folder for oblivion and there should be a way to activate in there. as I said not 100% sure as don't have it installed at the mo but that worked for other games you had to enable a console and couldn't do it where you where supposed to.

i seem to have the same problem! with councle, tryed all of the above! so yeah!
