There's another level "cap" modifier that automatically resets the level counter to 19 after leveling up to 20, with an applicable workaround to keep increasing HP.

Also, I recommend Wasteland Mastery, and both the Max Level workaround and Wasteland Mastery can be found on Fallout3nexus.com

What wasteland mastery does is give benefits for having skills over 100, but you'll need the mod to allow putting more points than 100 into a skill.
