Did you go in your FALLOUT 3 LAUNCHER and activated the anchorage in the data folders on your LAUNCHER
tried to - but the data files were not showing up.
I have noew been onto the Fallout 3 boards on Bethesda's own web site and managed to find some info and have now got it working......finally

I have been messing with the same problem you are having.
Here is a couple posts that may help you. Havn't got me started yet.
And it does not matter where you are at in the game to get radio message. You are supposed to be in a saved game to get message. And you should see Fallout3.esm and Anchorage.esm in the DATA FILE option at the first screen when you start FO3. If not there somethi8ng is wrong.

this is the correct way, but a little incomplete i suppose..
In short, install the game and then the expansion...Update the game to atleast 1.1.035 version (Otherwise the game won't detect the expansion)..Launch FalloutLauncher.exe; Go to datafiles option and tick both the files (Fallout3.esm and OperationAnchorage.esm) and play.
Now you certainly will get the notice....Play on...
