It's part of the wasteland survival guide quest from Moira @ Megaton.

She gives you a device to activate the mainframe. Beware though, all the robots will turn on you and anything in the building unless you hack the mainframe to make them friendly.

Side Note: The RobCo facility portion of the quest is in the 3rd chapter of the guide Moira is writing.
