If I'm not mistaken the guy means how can you do it from the start, a cheat or trainer... the answer to that is probably... you can't... so far... get a crapy team from the third division, win the cup(s), get promoted, win win win and your manager level increases, then you go to a great club and became god...

you can with the cheat however dont pump in 1 billion all the time, put in a few and buy some good players, upgrade your surroundings and ofcourse dont get regulated.
