So to do this glitch, you first need to have unlocked the oil rig. use the tunnel that goes from Santa Monica to the oil rig, but before you exit the tunnel to go to the oil rig, get off your board and walk slowly to the exit. instead of shooting up to the rig you will just shoot up a little bit and you will be underwater. you can freely walk around but you are not able to get out, so save before doing it.
